The idea of a Windsor Town Council is simple: to give Windsor its own local council, elected by Windsor residents and focused on the needs of our town.
A Windsor Town Council would not replace the Royal Borough. It would be an additional, more local council – much like a Parish Council.
Why a Town Council for Windsor?
Windsor has a strong identity of its own, but many parts of the town do not currently have the extra local level of representation that Parish Councils provide in other communities.
Windsor is not just a place people visit. It is home to thousands of people and many different communities.
Residents care about their neighbourhoods, parks, local facilities, community events, public spaces and the future of the town.
A Town Council could give Windsor residents another way to influence those local priorities and elect representatives whose focus is specifically Windsor.
The Royal Borough of Windsor & Maidenhead would still be responsible for major services. The Town Council would sit alongside it, providing an additional local voice.
Town Council = think Parish Council
A Town Council and a Parish Council are essentially the same type of local council.
They are elected local councils which sit below the main Borough Council. A council serving a town can be known as a Town Council.
Windsor Town Council would therefore work in much the same way that neighbouring Parish Councils already work for their communities.
Town and Parish Councillors generally give their time voluntarily rather than receiving a salary for being a councillor. Councils can reimburse expenses and may choose to provide allowances.
Windsor has its own identity
Windsor is known around the world, but for the people who live here it is first and foremost home.
It is made up of different neighbourhoods and communities, each with their own priorities, alongside a shared sense of belonging to Windsor.
A Town Council could help make sure the voice of those communities is heard when local decisions are made.
How did this start?
The original campaign brought together residents from across Windsor, including people from different political and non-political backgrounds, with a shared interest in stronger local representation for the town.

Despite the formal name, this is simply the legal process used to consider whether a new Town Council should be created and how it might work.
Residents are being asked whether they support a Town Council and their views on what it could be responsible for.
The consultation will help shape recommendations before the Council makes a decision.
