An important distinction

“Could” does not mean “would”

Creating a Windsor Town Council would not mean it immediately took responsibility for every service on this page.

The elected council would need to decide its priorities and what it could realistically provide within its budget.

Some services or facilities could also require agreement, transfer of assets or responsibilities, or consent from another authority.

What Windsor Town Council actually did would therefore develop according to local priorities and practical circumstances.

Not everything is about running a service

An important part of a Town Council's role can be representing the views of the community to other organisations.

That might mean speaking to the Borough Council, developers, police, health services or other bodies about issues affecting Windsor.

What about planning?

A Town Council can consider planning applications and make representations about them, helping make sure local views are heard.

It would not decide the planning application itself. Planning decisions would remain with the planning authority.

Often it is the smaller local things that make a noticeable difference to everyday life.
